Baltimore Mayor and Maryland Governor Lead Charge on Responsible AI Implementation
As artificial intelligence (AI) continues to revolutionize industries, Baltimore Mayor Brandon M. Scott and Maryland Governor Wes Moore are taking proactive steps to regulate and harness the technology within government operations.
Mayor Scott issued an executive order in March to govern the use and development of AI within city operations, while Governor Moore issued his own executive order just over two months prior to ensure the responsible and productive use of AI statewide. Both directives aim to modernize government processes while ensuring equitable AI implementation.
Mayor Scott emphasized the need for caution and responsibility in utilizing AI, stating, “We must proceed with caution and the utmost responsibility to ensure the best interests of Baltimore’s residents are centered as the use of AI becomes increasingly common.” His executive order will establish an advisory group to oversee AI implementation and compliance, as well as restrict AI technologies that can fake or mimic people’s appearances or voices.
Governor Moore’s order establishes a dedicated AI subcabinet to develop an action plan for implementing AI across state agencies and coordinate its responsible and ethical use. Moore expressed his vision for Maryland to lead in AI technology, emphasizing the importance of responsible growth and the need for proper guardrails around the technology.
One key focus for the AI subcabinet will be ensuring the state has a skilled workforce for AI implementation. John Foster, chief impact officer for Fearless, highlighted Governor Moore’s service year and apprenticeship programs as valuable resources for building a pipeline of talent in the digital sector.
Innovation design consultant Bianca Jackson praised the potential of AI to automate government services and eliminate bias in systems, particularly in areas such as racial equity and emergency response. She commended Mayor Scott and Governor Moore for embracing AI and leading by example, noting that their efforts will help bridge the digital divide and create better outcomes for society.
As government officials across Maryland work to harness the power of AI, the focus remains on responsible and equitable implementation to drive efficiency and innovation in public services.
